Depends on your definition of franchise player. It would definately be someone who is still under a rookie contract. Your answer is the best player in the league (in your opinion) who has been in the league less than 3 years.

I little known player known as Shorty McSmall. At 4'3" he is the shortest player in the NBA. His base salary is $159.00 a week before taxes.
