Huh? They can do it by law, AND do it to make more money. There franchise fees are no different than any other expense they have, which they recover through the fees they charge
They can pass on any fee they want.. even if it doesn't exist. My cable company keeps raising their rates due to the cost of energy. We do have choices though.. nobody is forcing us to subscribe to services or frequent establishments.
Legally they can so they do. Every time a city raises a fee on a business the business raises the price it charges. So the citizen gets the cost every time. Cities do this to raise money without raising the tax rate so that we the people won't yell as loud when we pay the bill. Reality is we pay one way or we pay another way.
